About the Bid Security Declaration

A Bid Security Declaration is accepted in place of Earnest Money Deposit (EMD) in some government procurements. Instead of depositing money, the bidder accepts suspension from future bidding if it withdraws its bid or fails to sign the contract.

Use it only when your GeM bid allows it. Check the bid document for whether a declaration is accepted, and for the suspension period to enter here.

Printing on your own letterhead

Choose Printed letterhead and set the space from the top so the text starts below your company header. Put your letterhead in the printer, select Actual size (100%) in the print window, and test on one plain sheet held against the letterhead before using the real thing.

If you have your letterhead as a file, choose Upload letterhead instead, so the PDF is ready to upload to GeM with your header already on it.

Frequently asked questions

What is a Bid Security Declaration?

It is a declaration given in place of EMD. The bidder agrees to be suspended from bidding for a set period if it breaches its bid obligations.

Can I always submit this instead of EMD?

No. It is valid only if the bid document allows it. If the bid asks for EMD and you are not exempt, you must pay it.

How is it different from an MSME EMD exemption?

An exemption is for eligible Micro and Small Enterprises, based on their registration. A Bid Security Declaration is a bid-level alternative to EMD with a suspension penalty.
