About the Lowest Price Declaration Certificate

A lowest price declaration, also called a price reasonability certificate, assures the buyer that a seller is not charging more than it charges other customers for the same item on comparable terms.

Enter the product and bid number, then print the declaration on your letterhead. Read it carefully first, because it commits you to passing on any lower price you offer during the contract.

Printing on your own letterhead

Choose Printed letterhead and set the space from the top so the text starts below your company header. Put your letterhead in the printer, select Actual size (100%) in the print window, and test on one plain sheet held against the letterhead before using the real thing.

If you have your letterhead as a file, choose Upload letterhead instead, so the PDF is ready to upload to GeM with your header already on it.

Frequently asked questions

What is a lowest price declaration?

It is a seller's statement that the price quoted to the buyer is not higher than the price offered to others for the same item on comparable terms.

Does it mean my bid will be L1?

No. L1 is decided by comparing all bids. This certificate only concerns your own prices to other customers.

When is it needed on GeM?

It is usually asked for in the bid's additional terms, or during price justification. Some buyers also ask for it to support price reasonability.
